NEIGHBORHOOD DEVELOPMENT

 There was a public hearing concerning a proposed land development on Tuesday, April 18, 2006, at 9:00 a.m., in room 150, Hall of Records, 320 West Temple Street, Los Angeles, California 90012.

The proposed property is located at 9105 Ardendale Avenue, San Gabriel, The area is in the county unincorporated area with Temple City Schools. The owner (developer) SCHL Investments, LLC of Arcadia is requesting to create four new two story detached condominiums, each will be three thousand square feet with three car garage on 0.54 acres.

Mr. Ramon Cordova from the county’s Department of Regional Planning reported that there are five letters and four phone calls from the neighbors of the proposed property to voice their objections on the proposed project.

The architect of the project presented their proposal in front of the hearing officer and the public that the developer wants to build four instead of 3 condominiums. And will have stone front to match the style of the buildings in the Temple City and San Gabriel neighborhood, and they are willing to work with the county to put in guest parkings in the project currently is lacking. And according to their engineering report there are no negative effects on the neighborhood.

There are eight residents present against the proposed project and six of them went on record to voice their objections. The main points of their objections are:

  1. The proposed buildings are out of place in the Temple City and San Gabriel neighborhood. Most of the homes in the area are single story between 1400 to 1500 square feet not the proposed monster mansions.
  2. There are noise sensitive facilities in close proximity. Two Temple City School District schools and a convalescent home are within close distant. During contruction of this massive project it will have negative effect on them.
  3. The only storm drain run off on Ardendale Avenue east of Rosemead Blvd. is located at the corner of Ardendale and Oak Avenue. During the construction period the project may create flooding west of the project during the raining season.
  4. There are no condominium projects in the all single-family neighborhood. This proposed project will negatively affect the value of the homes in the neighborhood.
  5. The immediate neighbor of the proposed project voiced his concern about his privacy and his right to sunshine will be curtailed.
  6. There is not enough parking. There are no over night parking allowed on Ardendale Avenue. The added traffic will effect the quality of life in the neighborhood.

The neighbors also presented a petition with 37 residents’ signatures that against the proposed project.

The architect rebut that the developer has the right to developed private property but he failed to mention that the neighbors also has the right to opposed any project that may have a negative effect on the neighborhood.

The hearing officer faced many objections from the neighborhood said he can’t make a decision and will send his staff and the developer back to the drawing table to clarify if this developer has meet or can meet the legal requirements and regulations. And these informations will be presented at the next public hearing till May 16, 2006.

There are eight neighbors in the proposed project area showed up again at the hearing voicing their opposition to the proposed project. Besides all the factors were bought up the last meeting. The developer and the architect never went around the neighborhood to meet with the neighbors and try to work out a plan that will satisfy some of the neighbors’ concerns even they said they are willing to do so.

In the hearing neighbors also presented seven additional signatures that opposed the project.

The engineering firm represent the developer didn’t present any new argument for their proposed project.

Finally, the hearing officer denied the proposed project of four 3000 square feet condominiums to be construct on 9105 Ardendale Ave. And said he visited the neighborhood in and around Temple City and San Gabriel on Monday, May 15, 2006. He commented, "This allowed me to see for myself that the neighborhood/community did in fact primarily consist of small single family homes and this project would be out-of-place and not fit within the character of the neighborhood/community". He did mention that if this proposed development were for three homes, his decision would may have been different.

However, this does not guarantee that the developer won’t go back to the drawing board and come up with some new plans for developing that lot. They can also appeal this planning commission office’s decision, just like the neighbors would have if it had been approved.

Property has been relisted for sell by the developer. 

Notice of public hearing was given again for this development.  The hearing will be on November 6, 2007, at 9:00 a.m. in room 150, Hall of Records, 320 West Temple Street, Los Angeles, CA. 90012

This time the developer proposes to create three detached condominiums on this lot. The proposed project each unit will have three covered parking spaces, and three guest parking spaces are provided.
